Popeye is a single-screen platformer where the objective is to collect items tossed down by Olive Oyl, such as hearts, musical notes, and the letters that spell "HELP." The gameplay consists of three unique stages, each corresponding to a different scenario from the cartoon:

Bluto is Popeye's primary obstacle, constantly trying to punch or throw objects at him. Popeye is defenseless, except for when he grabs a can of spinach—his iconic power-up—allowing him to temporarily knock Bluto off the screen. The action is fast-paced, and players must carefully time their movements to avoid getting caught by Bluto or falling objects.
